Didn't got right the question - heartbeat does not use database. But it can protect the vCenter SQL (local or remote), as per document http://www.vmware.com/pdf/vcenter-server-heartbeat-63-u1-quick-start-guide.pdf, page 14.
By local, I understand that the Express version is also supported.
