A customer is asking the meaning of "NOTICE=FulfillmentId=25669", this is part of every VI3 License File, centralized or single host. I found this entry in license files as old as 2006.

I believe the fulfillment ID is pulling the information from order management system, it copies the customer name, quantity, type of license file, whether Standard, Enterprise etc. and the reseller's information.
