Identity Manager in cluster

In a test environment, I deployed VIDM via vRealize Lifecycle Manager (vRLCM) on a three-node cluster using the Postgres database
And my question is: how many nodes are allowed to be lost before VIDM stops working?
As part of testing, I turned off two nodes (power off), and I observe that VIDM is not available to me ... vidm-delegate IP is not available

but for example, when I test a cluster with an external MS SQL database, which will be deployed in the classical way (without Lifecycle Manager) and I turn off two nodes for testing purposes, VIDM continues to work
