Can't create org vDC

I am getting the following error when trying to create an Org vDC.

The Organization vDC gp cannot be created or activated because its backing Provider vDC "Durham" is currently deactivated.

The provider vDC is enabled. Where do I activate the Provider vDC?

I'm not sure about deactivated PvDCs but I suggest you check the status of your vCenter and reconnect it if it has gone astray.
