This error has me in a bit of a quandary. All the needed files for the VM to work are in one folder. Each VM has it's own folder.
There for, I point to one folder and all resources needed -should be present. Yes No?
The answer is "No". Although all of a VM's files are usually in a single folder, there's more than the VM's files which is required to run a VM. The file you mentioned belongs to the runtime environment that's installed when you setup VMware Workstation on a PC.

For me it meant that, the virtual machine was installed in a sub folder and couldn't find the virtual machine in it because it wasn't in that folder but another underneath. IE: it searched C:\VMWare\ but it was really in C:\VMware\VMware 15\
