Dynamically allocate RAM on VMWare workstation

Can i set VM on Workstation as it can dynamically increase or decrease RAM as per utilization.

I'm not quite sure whether I understand your question correctly. What I understand is that you want to be able to hot-plug/hot-remove memory from a powered on VM!? Although hot-plug features are available, they are limited to a few guest operating systems only, because it's mainly the guest OS which needs to support hot-plugging.

why would you hot-plug memory on a guest? i don't think the guests can run without RAM.

VMware doesn't seem to support dynamic memory allocation, as the guests start with fixed RAM size, even if the RAM is half-zero, it still takes that amount of memory from host

Because with hot-plug you can add additional memory.
