How exactly can I find out the version of an existing local vmware-vdiskmanager program?
vmware-vdiskmanager.exe -version
option does not exist.

You can download a version of the utility from http://kb.vmware.com/kb/1023856 (see "Attachments")
For the version of the utility, either run it with the /? command line switch to see the build number or take a look at the file properties in the Windows Explorer for version and build information.

Aside from the link that André posted, vmware-vdiskmanager.exe is also included in the VMware Virtual Disk Development Kit and although it is not an individual file as in the VMware KB, Repairing a virtual disk in Fusion 3.1 and Workstation 7.1, nonetheless I though it should be mentioned.
