Stuck at Initializing VMware Fusion(12.2.3), MacPro 2019, Monterey 12.3

This is a fresh installation, tried to run from the image and from Application folder. Got this in vmware-vmfusion.log:

The system log has no mention of any InstallHelper service.

MacPro them the top of the thread had its HD fully formatted, no data retained from the previous user. In this case I have a couple of partitions which I can format and install fresh Monterey. Will do it tomorrow.

I've formatted a spare partition, installed Monterey 12.5 with the "Install macOS Monterey" installer, created a new account and VMWare successfully installed.

Then I used Migration Assistant to transfer the account from the previous partition. Fusion seems to be working, but I don't have a VM to test the USB sharing. 

Monterey 15.5.1 installed, used SuperDuper to copy the System to the original partition, everything is fine.

Now I will to do the same with the original MacPro, but it has about 1TB of user data and apps.

Boy I wish we could nail this down...it has to be some strange situation that triggers it.
