For Web site testing, I need IE 6, IE 7, and IE 8, which I don't believe I can install together in the same Windows environment so I think I need 3 virtual machines. Using VMWare Fusion on my Mac Pro, do I need 3 Windows license or can I install the same copy of Windows 3 times? (I have Vista Business.) Thank you.
Just like each Windows Physical Machine needs a separate license so does each Windows Virtual Machine.

A side from the fact that document is aged it is also incorrect and if you what to know what you're entitled to then read the EULA for the Windows product you're using.

To answer the question (according to the above documentation assuming it applies), you can use one Vista license on an ESX host and it is good for up to four VMs.
