Since the vCops vApp is fully inclusive of the vCops data, is it possible to export the vCops vApp as an OVF and import it into VMware Workstation to perform capacity reporting while offline?

Hi Matt,
no it's not that easy, vC Ops needs to validate licenses from vCenter and if it can't connect/collect anymore it will give you empty data pretty soon.
You can however export the capacity data via the reports and use them externally

Can the exported data be used to create reports or is it that you can create reports in vCops and export them? If it can, what tool is used to create the reports with the exported data.

The exprted data is mainly .csv data, so can be used in Excel etc. Or you could export a PDF.
I'm not sure if this is what you are looking for, but see chapter 12 of the vC Ops Enterprise Admin Guide for instructions on using Crystal Reports to extract metric data from the FSDB -

The Capacity planing data is not stored in FSDB it is in the PostgresDB
