User permissions

We would like to create a user that only has rights to start/stop vm's and from the console shutdown the esx server, nothing else. This user should not have rights to modify or create any vm's. What is the best way to do this? What specific permissions does this require?

Beacuse you are getting so specific in the commands from the service console I think you may have to implement this using the sudo....
