Scripting Normal Priority VMs - Best Practices/Examples?

I have an issue where I don't want to use the High Priority group because of the number of VMs I need to recover. I want them to start in parallel for the most part. Problem is I do have some VMs that need to be started up before other ones in this Normal priority group. The only way I can see doing this is either a Pre-power on Message step - which is ok but requires manual intervention. or a Pre-power on Command step that will run a script that will go to particular powered on VM and run a check to see if a specific service is running. If it is running it will power on the other VM if it is not running the VM will not be powered on and maybe checks again in a certain time frame.

Does anyone know if this is possible and maybe have some examples of a script? I have limited scripting experience and really could use some help on this.
