Connectivity problem

I have a strange problem. I have 3 hosts in a data center. There is a VRA in a recovery site. When I try to establish a connection via port 31031 from the hosts to the VRA it fails on two of my 3 hosts. I'm running tcpdump on the VRA and I see the request come in from each server. The ACK always goes out, but only one host gets a succeeded message for the connection. The other two just time out. I'm close to ruling out a network problem at this point since they hosts all have identical networking/firewall configuration and the switch ports are configured similarly. Any clues on where to go from here would be greatly appreciated.
