esxcfg-boot -r

do you mean by recovery console?
Be[ mode|http://www.google.it/search?hl=it&ei=C5DMSsacGMzb-Qad87jqBA&sa=X&oi=spell&resnum=0&ct=result&cd=1&q=troubleshooting+mode&spell=1] I can not run commands in /usr/sh, including esxcfg-...
If can`t get access to recovery mode all you can do - copy all of the VM files to another disk (USB etc.) re-install ESX and then recreate the VMs after he copies the VM files back to the local storage (after re-install) that will work just fine. It`s the safiest way.
