I cannot find the file /usr/lib/vmware/bin/vmkload_app on the ESXi host.
Was this app removed in previous versions? I could not find any official information related.

No, its under /bin/vmkload_mod
However, if you're manipulating ESXi kernel modules, please use ESXCLI rather than this command manually
