I'm using writable volumes 2.12.1 with W10 ENT edition. If I do not attach a writable volume, there is no issue with tiles and tile icons, 100% each logon. If I attach a writable volume, usually all tiles persist but icons for tiles do not across logons. I've added the snapvol.cfg exclusion for \ProgramData\Microsoft\Windows\AppRepository so far. No UEM in use.
Could you also add the below lines in snapvol.cfg and check if that helps.

Was there ever a solution found for this? We've got the same issue in our environment. Seems to always affect the same tiles, with Chrome being the most common one.
