In 3.x I was able to run
esxcfg-mpath --policy=rr --preferred --path=vmhbaX:X:X --lun=vmhbax:x:x
However in ESX4, I can't figure out how to display what the current policy is set as I.E. MRU or Fixed via a command line.
Don't want to use VC as I have way too many LUNs to verify.

Now you have to change the path psp used by a lun.

esxcli nmp device list
Based on this, you will be changing the PSP for an specific naa:
esxcli nmp device setpolicy --device naa.XXXXXXXXXXXXXXXXXXXXXXXXX --psp VMW_PSP_FIXED
I am basing my assumption you have the default VMware plugins installed. You will probably need to have in mind what changed from previous version to vSphere regarding multipath and storage plugins. But with this you will be able to go.
