Warning 25098 / Invalid Locale

Trying to install VC2.5 on a clean Winsrv2k3 R2 SP2 Std English, virtual machine running on VMware ESX 3.5

In the midle of the installation I get this Error message:

Warning 25098.Setup has detected that the VirtualCenter Service is not running on this system. Please wait for this service to start and then try installing VMware Update Manager and/or VMware Converter Enterprise again.

The vpxd-5.log show's this:

The server is installed with Norwegian - Nynorsk, locals. But get exactly the same errors when I uninstall changing to English (US) and then reinstall.

Hope anybody can help.

Have a look at this thread. Although not 'exactly' the same I think I gives a good workround.

This is version 2.0.1 and not 2.5, there isn't any strange characters in the loc2iso.vlcl, and also this problem is related to Norwegian - Bokmål not Norwegian Nynorsk. Still I have tried to replace the å in Bokmål with Alt + 134 without anything changes. Still cannot start VC Server.

The server OS is English, only regional settings are Norwegian, have also tried uninstall and reinstall with English-US regional setting (and locales).
