Setting up vCenter HA - error "A general system error occurred: Failed to configure cluster network"

I'm deploying a new, self-managed vCenter cluster. I'm trying to set up vCenter HA and it fails every time with the error:

"A general system error occurred: Failed to configure cluster network"

I'm setting up the cluster in accordance with this guide. I'm able to go through the wizard without errors--it lets me select the management/HA network, the datastores, and enter the static IPs of the Active, Witness, and Passive nodes, but once I click finish I get the error.

Both the management and HA networks are distributed port groups on distributed virtual switches.

I looked at vpxd.log and these are the errors thrown:

I can't find a single instance of this error anywhere on Google so I don't know what's causing it to fail.

Any help is appreciated.

Have the same issue, created support ticket BC lack of details in the error description. Can't figure it out yet
