Noting that I am evaluating an unregistered ESXI with the following use;
When I enter the settings for a VM;
Select a CD/DVD Drive 1 option as Datastore ISO file, select one, connect, and connect at power on, and then hit save;
When I start the VM, the ISO is not detected at start;
I really want to find a way to boot from an ISO.
How can I make an ISO available within the VM to boot installation media in this situation?

Everything seems correct are you sure that the iso is bootable? However, if you want to do a test, when you start the VM and VMware appears, press F10 and from there select the device you want to boot from. Try selecting the CD-ROM. But I think it's more of an ISO problem.
I ran into this problem with the AlmaLinux ISO not booting. Turns out it did not (yet) support UEFI Secure Boot. I had to turn off the Secure Boot option in the VM settings, and it worked after that.
