Is there any way to control failover designation other than "Dedicated Failover Hosts Admission Control"

Dedicated failover host is not the most commonly used config as it requires you to have a warm standby host just sitting there unused waiting for a failure instead of normal HA where you allocate failover capacity across hosts running VMs. What feature from the Dedicated failover host are you missing?
