Service provider status of a vcenter server is not published

Hello All,

I have integrated vcenter server 6.U3u version with cloud director 10.4 which was successful. Clicking on the vcenter server instance shows "Service Provider" status as " Not Published". Due to which unable to create a Provider VDC as no resource pools are available from this vcenter. What could be the issue here?

Pls find attached screen shot for more detail.

vcd 10.4 is not compatible with vc or esx 6.x, only 7.x and above.
