VCenter for View and VCenter for operations management?

I am in the middle of a VMWare license audit and got dinged on one thing I am hoping someone could help clarify.  I am not opposed to the audit at all but just want to make sure I am doing things legit.  Here is the text of the email I received:

"As per our conversation; the vCenter being used, is part of a View Kit.

This vCenter can only be used for View licenses; therefore they can’t be used to manage the vSphere with Operations Management Licenses.

The idea would be to have the vCenter only managing your desktop hosts which are the View Licenses, and have the VSOM licenses working as Standalone licenses.

This way they will work individually without the vCenter managing them."

I am not sure exactly what she is asking and how I would do this.  I only have 3 host servers.  Do I create another VCenter appliance and if so how to I distinguish them?

I appreciate any help.
