Not sure why you're getting that message. However, it is a violation of Apple's licensing to run their OS on non-Apple hardware. You need to use Fusion on a Mac, or ESXi on Mac Server hardware, in order to run a Mac VM. VMware could get into legal trouble with Apple if we help you here.
Also, in order to even load a Mac VM in Workstation, you must apply a hack/crack to the software... why would you come to a company's support forum admitting you have pirated/hacked their software?
