Loopback network packet duplication with Intel(R) Ethernet Controller (3) I225-V

We recently received three PCs with the following motherboard:

ROG STRIX B650E-E GAMING WIFI [1]

It comes with a builtin Intel(R) Ethernet Controller (3) I225-V, which seems to be causing a network packet duplication issue in combination with VMware® Workstation 17 Pro (17.0.2 build-21581411), running on Windows 11 22H2 (22621.1702) for every virtual machine we have (dozens of them), regardless of guest operating system type - network adapters are always configured to bridged.

This is best seen by issuing an ICMP ping request from guest to host. Below is a summary of a Wireshark capture of a single ping:

All three PCs exhibit this same behavior. The only way we've managed to resolve this was by using another NIC (a Realtek based USB dongle) for the bridged network. None of the other PCs we own can reproduce the issue. A competing virtualization software solution with a similar setup does not reproduce the issue.

There are several similar threads, some dating back to 2010 [2], but none of the solutions provided there have worked.
