It is a little confusing what you share here, the VM seems to be set up as a MacOS 13 one, for Kali it should be a linux VM? Also you do not share how you are running the Kali installation/run disk. Is it as an attached CD image or a shared physical CD or a connected bootable USB stick?

What you’ve posted looks like you are trying to install an Intel version of Kali on Fusion running on an Apple Silicon (M1/M2/M3) Mac.

If you have an Apple Silicon Mac, take a look at the Unofficial Fusion for Apple Silicon Companion Guide https://communities.vmware.com/t5/VMware-Fusion-Documents/The-Unofficial-Fusion-13-for-Apple-Silicon... It has a section on downloading and installing Kali.
