Unable to "Install macOS from the recovery partition"

I need to use VMWare Fusion to create macOS High Sierra guest VM.

When I tried to "Install macOS from the recovery partition", I got the error message "VMware Fusion could not find any recovery partitions on this Mac." I did a "diskutil list" and indeed it does shows up. It is an APFS disk and it is encrypted - I think this is the cause of the problem..

Then, I went to the App Store app and tried to download macOS High Sierra but got the error "We could not complete your purchase. The version of macOS installed on this Mac is newer that the version you are trying to install. When a new update is available, you can install it from the Updates pane in the Mac App Store. If you want to reinstall macOS, please use macOS Recovery." Therefore, I don't think I have any ways to download a copy of macOS High Sierra.

What are the solutions? How do I get VMware Fusion to find the recovery partition?
