We have created custom dashboard for different groups where they can monitor the VM's utilization and performance.However, we would like to disable the "open virtual machine in vsphere web client" Action in vROPS for a VM since the users do not have access to vCenter. Users manage their VM's thru vRealize automation. Is there a way to hide that action, or just hide the whole Actions tab.

This is due to integration that have been added in to the system, something that traditionally was the Launch In Context menu. MPs that add items to this list, such as the vSphere Solution and Log Insight solution, rely on this list to permit the launch of a separate/integration solution with focus on the 'selected' vR Ops object. I'm not aware of any 'supported' means of editing the Launch In Context menu to exclude a specific integration.
you can restrict the permission in vcenter level
After you create users and groups and define roles, you must assign the users and groups and their roles to the relevant inventory objects. You can assign the same permissions at one time on multiple objects by moving the objects to a folder and setting the permissions on the folder.
Permissions.Modify permission on the parent object of the object whose permissions you want to modify.
