I have many Alarms in vCops ... many are normal ... Datastores full. I navigate to Alarm Tab .. select the Alarm and klick on "cancel fault alert". After i see Message -> PLS select fault Alert ... i cant delete this ... is this normal ?

Yes, it is normal 
You can only "delete" alerts of sub-type Fault, and the one you have selected is of the TimeRemaining one.
vc ops handles alerts in a different way, so instead of chasing them and cancelling one by one, you should fix the problem or adjust the settings to better suite your environment
