im looking for a way to retrieve list of snapshots and the user who created the snapshot.
afterwards i need to delete the snapshot based on the user retrieved.

Looking at the api for VcVirtualMachineSnapshot (https://www.vroapi.com/Class/VC/7.0.0/VcVirtualMachineSnapshot) the detail of *who* created it are not recorded (unless the user happens to put their name in the annotations...)
You can probably locate the Task if you search task history as is described here - https://communities.vmware.com/t5/VMware-Aria-Automation/Retrieve-tasks-and-events-for-a-Virtual-Mac... (kudos @virtualsabi)
You'd have some work to put together a report that shows Snapshot creation history for a single VM but it looks doable at least.
