Could anybody let me know what is vCenter orchestrator webviews used for?
Is it used to access orchestrator through browser to manage the same tasks we perform through client,
or is it to create a portal for end user access?

Orchestrator Web views is a web portal that end users can use for running workflows. It is not a Web interface replacing the Orchestrator Client.
According to the documentation:
Orchestrator Web views are Web 2.0 frontends that allow users to access Orchestrator workflows and objects in the Orchestrator inventory by using a Web browser rather than by using the Orchestrator client.
Orchestrator provides a standard Web view that users can use to run workflows, called weboperator. The weboperator Web view provides end users with browser access to all of the workflows in the library, that they can run on all of the objects in the inventory.

It is both or used to be both since this feature is being deprecated.
Access orchestrator through browser is now done with the vSphere web client.
For end users it is done either via the vCAC self service portal or can be developped interfacing with the vCO REST API.
excuse me to link in in this discussion -but how did you get it working, that non-adminstration user can access the webviews?
I tried a lot, found some KB-articles about older Versions of Orchestrator but did never get it working in current Version.
I've only played with Webviews in earlier version as noted in my article(s) here: How do I create a webview? Aside from that, I don't bother even trying with the 5.5.x versions since it is being deprecated. Instead, I now work with vCAC and vSphere Web Client as front-ends to workflows and will be investigating the WaveMaker project for vCO: Wavemaker Integration for vCenter Orchestrator – VMware Labs
