Can you see the portal if you go via the web servers and open it in IIS?
Take a look at the /var/lib/vcac/server/logs/catalina.out log file in the vCAC appliance as that should give you some clues.
Also, try restarting the web service for vCAC on the appliance while tailing catalina.out log:-
service vcac-server restart
One other thing I would do is check DNS resolution for all appliances (ID, vCAC and IaaS).
Which site is it pointing to when you get the 404? Is this redirecting to your SSO instance by chance? Did you try and change or reregister sso lately?
grrrrr... can't even log into the appliance now
