I would like to call a vCO workflow through a shell script or powershell script? coudl you have an example for reference? thanks!
You can do it using vCO Rest API which you can invoke using curl commands inside a shell script.

You might also want to take a look at the cloud client vRealize CloudClient 3.1 - VMware Developer Center . I haven't played with it much but it can launch workflows. Of course the rest api doesn't add the requirement of needing the client so its the most portable option.
