I found the problem.
The users didn't have the "Service Broker Viewer" Role.

Has anyone managed to work around this without giving users Service Broker Viewer? On 8.8 and having this issue mainly with machines we are onboarding from our 7.6 environment. Do not want to make the Projects open either as the general users should not be able to see and take actions on everyone's machine. Also there are far too many users to create Indvidual projects for each person.
