I am having issues with vmware esxi 3.5 I am trying to load an OS to a guest vm and I am unable too. I am installing this OS by using a ISO file so when the guest boots up it will use the ISO file, but its not working its just going into a network boot. I have checked the cdrom options the device status option is unchecked and connect on power is checked when virtual machine is stopped but when I start virtual machine connect on power and device status option are checked. Has anyone come across this kind of issue before when they are unable to boot from a ISO image. I have posted pics of my issues below.

Try changing the ISO to a shorter name (the name doesn't matter, only the contents). Or maybe redownload the ISO, it might be corrupt.

Out the box a new VM has CD-ROM drive before network in the bootup order. I suspect that your ISO is corrupted and not bootable for some reason.
Try re-downloading the ISO, you can also try another one that you know works. You can get u-lite based on Ubuntu to confirm its not your ESX host or VM. Its only 10MB.

Your image worked so its not esxi. I have a question what programs do you guys to to ceate ios images? I am using the program cdburnerxp software.
I use imgburn for all my ISO needs.
Note that I did not create the ISO I asked you to test with though.
If you are trying to slipstream SP2 into server 2003 yourself, I belive there is a guide in the forums. I had this one bookmarked:
edit: I just realize the link above is for xp. I can't find the server 2003 link in my bookmarks. I think its in the imgburn forums somewhere.
