Deamon for heartbeat in HA and Time for Isolation

We would like to know

1) The ESX Hosts will start HA if the heartbeat between them are lost. Does the heartbeat between the Service Console on different ESX Host ? Which service / deamon is used for this function ? Is there any role the VC Server plays for HA ?

2) How long will HA starts if heartbeat are lost ? Someone says that it is 12 seconds but some mention that it is 15 seconds.

1) the FT daemons handle this. VC server only gets involved for setting up HA.

2) Its adjustable.

For my experience, I believe the HA heartbeat trigger when the Virtual center had lost connection to the ESX host. Take note this is different as Disconnect. Lost meant total not pingable for that ESX host. In that case, the HA will trigger after 15 seconds or slighly delay sometimes.

For latest version, the HA are also monitor from the VM guest level, which allow to force the VM to be restarted if the heartbeat is lost.
