I am currently certified with the VCP-DCV 2V0-21.19PSE certification I took back in March of 2021. I am looking to take a VCAP exam but it seems I need a newer version of the VCP? When I look at the newer VCP's, I can't tell if I have to take another online class or will my 2V0-21.19PSE be enough to skip the class and self study?

As you completed your VCP in 2021, you'll first need to update that to 2023 before you would qualify for VCAP, check the "VCP-DCV 2020 or later" path here: https://www.vmware.com/learning/certification/vcp-dcv.html
In short, you need to pass an exam to update your VCP first - how you prepare for that exam is up to you.
