If i failed my VCAP certification and my VCP expired during that failure and my retake would I need to retake my VCP before attempting the VCAP again.
I guess the question I am asking is whether the VCP certification has to be valid or I have to in the past had a VCP to take the VCAP.?

Yes. If your VCP expires before you pass the VCAP you will need to achieve a VCP-level certification (including taking a required course) before reattempting the VCAP.
