The package thinks it is different windows. It is made on the same windows and trying to run on same windows
Add CopyManifestData=1 in package.ini, rebuild the package and see if that helps.
You can add this parameter to the General Purpose Parameters section of Package.ini. The value of the CopyManifestData parameter must be 1.

In the new build the splash screen comes up but then errors out saying the program does not works correct and needs to be closed. Any idea how to fix that?
Could you paste the exact error message and the corresponding event viewer entry for this.
I don't know how much I can help with that, but would definitely worth checking if that gives us enough information..
