view pool settings question. maxed out when it should not be.

Im having an issue where my pool is at 16 available (max) and none of them are being used. ideally i would like it to start off with 6 then provision on demand as needed.

below are my settings for my pool, am i missing something? let me know if more information is needed.

i have an automated, floating pool, linked clone

Pool sizing

     * max number of desktops 16

     * number of spare powered on desktops 6

     * minimum number of ready during composer maintenance operations 3

Provision timing

     * provision desktops on demand, min number of desktops 6

I  may have found my missing option, can anyone confirm?

Remote Desktop Power Policy = was "ensure all desktops are powered on" now changed to "power off"
