Scaling locked to 100% suddenly for all users - Horizon 2111 update

Good afternoon, 

We just did our Oct image deploy - This included Horizon 2111 agent, the removal of SVGA driver for the Indirect Display driver, and of course, Oct patches for Win10 20H2. 

DEM is set to save these settings for DPI Scaling:

HKCU\Control Panel\Desktop\PerMonitorSettings

[IncludeIndividualRegistryValues]
HKCU\Control Panel\Desktop\FocusBorderHeight
HKCU\Control Panel\Desktop\FocusBorderWidth
HKCU\Control Panel\Desktop\LogPixels
HKCU\Control Panel\Desktop\Win8DpiScaling

HKCU\Software\Microsoft\Windows\DWM\UseDpiScaling

Starting with this new deployment, Users who had a custom scaling of 125% on 1440p monitors were set back to 100% scaling. 
After troubleshooting, i cannot find the correct combination of settings between these to get it working again. 

Unsure if this is something that was changed in the Oct 22 Windows patches, the SVGA to IDD switch, or Horizon 2111 agent update itself. 

What is my next step? What can i look at next?

Please collect client and agent DCT trace level logs and file an SR to VMware to help.
