Horizon session Management

I am not sure if this is the place to ask this but it is a horizon question. A user gets an error saying they already have a session and to try again later. On the server, shows a session but the session cannot be disconnected. The disconnect button is greyed out.  How do you end a user's session via PowerShell or how do you enable the ability to disconnect?

We are running Horizon server 8.4 and the users are connecting via the client to then RDP into there computers at work. The user gets an errror saying that there is an existing connection and to try again later. We look on the server and can see the session and when you select the session the disconnect button is greyed out. There is a way to enable the disconnect option or a script that will disconnect just one user?
