I am silently updating the VMware Horizon Agent on our persistent Windows 10 21H2 VMs from 8.9.0 to 8.12.0 and several installations are failing with a super helpful error 1603. I am having difficulty deciphering what the cause might be when examining the install log. Any help would be appreciated.

Maybe there isn't a consistent Windows Firewall policy set via GPO?

Did you get a resolution on this ? We are encountering the same issue but with our Windows 11 23H2 machines. Agent 2303 installs, agent 2312 fails with 1603.
We never found the root cause and manually ran the installer where it had previously failed.
Windows firewall is disabled across our organization but the install was only failing on a subset of machines. My understand of that line in the log is it is part of a property dump and not the actual installation failure error message.
