What are the Use cases of Independent Persistent Disk?
Some use cases which come in mind are virtual Microsoft Clusters and/or excluding a virtual disk from snapshots.

but why we want to exclude them from snapshots.
An example could be a VM for which you want to backup only the OS drive using a image based backup application and need to backup the data drive with a special in-guest agent which performs required actions to ensure a consistent backup.
