ESXi boot failing (ESXi 6.7.0)

We went in and activated FIPS to mitigate weak TLS ciphers in use on our hosts. I performed the operation on the first host (of four) and after running into a lost Administrator password problem on that host it is operating fine.

When I activated FIPS on the 2nd host I did so in a slightly different way and the host rebooted after the operation. When rebooting, it now fails throwing the following error:

Error 33 (Inconsistent data) while decompressing data
input(4217892), output(13035725)
gzip_extract failed for /k.b00 (size 4217945): Inconsistent data
Compressed MD5: 99af79dfedfac757b68c8a2b32aaf701
Decompressed MD5: 00000000000000000000000000000000000000
Fatal error: 33 (Inconsistent data)

I have reverted back to the old version of ESXi and attempted to run an upgrade to the installation again from USB, preserving the vmfs. The upgrade seems to work fine but I get the same error when the host is rebooted after upgrade.

Has anyone dealt with this before? I don't want to have to remove this host and start over because of all the configuration. I need to repair this install and get it running.
