As per the document it is 8 physical processor and Up to 64 logical processing cores

Yes, 64 logical processors cores is the answer to your question.
If you have 4 quad cores means 4x4 = 16 logical processor cores.

I can see a discussion on the following link stating that free ESXi will limit the number of CPU (physical) socket to 1 .
is it true? can anyone confirm it?

Free License on ESXi 4 will not limit the no of Physical CPU Socket.
Why is there a limit of 8 CPUs per VM? We have a 48 CPU box that we want to use for testing a threaded server we are writing. We were hoping to virtualize this server so that we can run different OS's with different CPU/memory configurations for testing. However, with this 8 cpu per VM limit we are not going to be able to do this with VMWare. Is there any plans to boost this limit? I know you have done this in the past - it went from 4 to 8.
