Cannot create new policy VCOPS 5.8

I have VSphere 5.1 Enterprise Plus running with VCenter and 2 ESX 5.1 hosts.  I've deployed VCOPS 5.8.0 1448123, license mode Foundation.  When I go to Configuration, I have a Default Policy in the Manage Policies window, and that is editable, but no buttons for creating new policies appear.  Is this a licensing issue?  I am logged in as the local admin account for VCOPS.

Ownership of vSphere and vCenter in itself doesn't entitle you to any more than vC Ops Foundation. If you own vSOM or vCloud, or other types of bundles, you may get a higher vC Ops edition. However, if you only own Foundation you won't be able to modify the policies (specifically use the capacity planning functionality).
