I have the exact same issue.

Anyone knows why it happens?

is it really 7.3.0, оr is it 7.3.1?

can you try mounting a cdrom drive to the VA (from within vCenter), and retry?

IT happens to me on vRA 7.3.1, and we got the solution of mounting a cdrom to the VM from VMware support and it worked!

a step of steps to resolve it permanently:

rmmod sr_mod
rmmod cdrom
echo options cdrom autoclose=0 >> /etc/modprobe.d/99-local.conf
modprobe cdrom
modprobe sr_mod
