What does: assign delegates do?

I cannot find this in any documentation. In preferences, you can assign delegates. What does it do?

Provides the ability to assign delegates for all different types of work items.

So, If user A assigns user B as a delegate, what can user B do?

Can user B request a catalog item on behalf of user A?

Can user B manage a deployed item that user A requested?

I have done some tests, but was not able to find anything that user B could do that he not already could before user A assigned him as a delegate.

Can you please give an example?

This is primarily for Approvals, and the use case would be an approver going on leave and delegating authority.
