In Service Broker Content Sharing you can remove the cloud templates from the project catalog ("entitlement"). If you have a lot of projects, that can mean a lot of work.

They still can request extra resources for existing deployments if resource actions (Update deployment, Machine resize or Add disk) are still allowed.

Another option is to unpublish cloud templates in Cloud Assembly and re-read the content sources in Service Broker.

Do you need to stop all provisioning or just to endpoints\zones that do not have capacity? Most direct if all provisioning would be to unpublish the catalog items

Few Ideas if only needing to stop to some zones:

* Add an approval policy if in some cases you want to be able to approve the provisioning.

* Tag the compute as open or closed then on the cloud template add a constraint that the compute must have the open tag.

I would go for custom roles and turn on or off the right deploy cloud templates.
